The Devil's Island is an island located near the South America which was used by the France as a penal colony for their prisonners. In the 30th century it seems that it still occupied by prisoners as we can see. The island sent a delegation to the 3004 Earth Olympiad. It is likely meant in reference to the 1973 movie Papillon, which is set on Devil's Island and stars Dustin Hoffman and Steve McQueen. The character holding the flag resembles Hoffman's character in the film.
