Norway is an Earthican country in 31st century Northern Europe.

However, it only appeared in a non-canon segment, so it may have been dissolved into the Earth government in the real universe. This might not have happened, though, as the United States was proved to be existent when Fry said, "Why do we care? We live in the United States!" and Leela responded, "The United States is part of the world!" Mexico was proved to be existent when Bender and Hermes went there.
